The room is adorned with Halloween-themed decorations. The photograph was taken during a Chamber of Commerce luncheon related to the annual Pacific International Livestock Exposition. Livestock breeders who were visiting Portland for the exposition were among the attendees and speakers at the luncheon. A cropped version of this photograph was published on Page 1 of the Oregon Journal on October 31, 1927, under the headline “Chamber of Commerce Honors Show.” The photograph had the following caption: “Chairmen and guests at the Pacific International Exposition luncheon sponsored by Members’ Forum: Left to right, Earl Ross of the Penney organization; Julius L. Meier, chairman of the day; J. C. Penney; and John T. Dougall, forum chairman.” The photograph accompanied an article about the luncheon, titled “Speakers Praise Stock Show Work.”
