Evans of Portland, and the woman is likely Judge Genevieve R. Cline of New York, the first female federal judge. The photograph was probably taken on March 7, 1931, when Cline held a session of the U.S. Customs Court at the federal building in Portland. Evans, who had recently been appointed to the customs court, joined her as a guest judge.
