The photograph was taken during a ceremony on Saturday, February 20, 1943, to present Albina Engine with the two-star pennant, which denoted that the shipbuilder had maintained a record of outstanding war production for a year after first receiving the E award. Mabie accepted the pennant as the representative of the Albina workers.
