Railroad workers gathered at a train track near SE Grand Avenue, and likely SE Division Street. The men appear to be working on the train tracks, next to a “Caution Men” sign over the roadway. In the distance is a raised bridge with a stone railing and street lights (SE Grand Avenue?). On the left side of the frame is a deteriorated industrial building (negative 9 of 15). Several buildings are clustered together in the distance. In the background, the Willamette River and Downtown Portland are visible. It is taken from a boardwalk or raised sidewalk. The photograph is mounted on a grey mat that was once bound into an album. Handwritten text below the photograph reads "East Portland, Ore. Feb-5-90". The photograph was taken in February, 1890, when excessive rain and unusually warm weather caused the Willamette and Columbia Rivers to flood.
