The photograph is mounted on a grey mat that was once bound into an album. Handwritten text below the photograph reads "East Portland, Ore. Feb-5-90". The photograph was taken in February, 1890, when excessive rain and unusually warm weather caused the Willamette and Columbia Rivers to flood.

Freedom Train visiting Portland
