According to two stories in the Oregon Journal on March 16, the cargo ship was to be the first of 20 that the Netherlands had ordered from the Albina shipyard for use in the Dutch East Indies, now Indonesia. In the foreground at front is the wooden framework to hold the keel; at left is the beginning of the keel. In the background, officials are gathered on a bunting-draped platform next the framework, and workers are watching from a pier or other elevated wooden structure behind them.
