A group of five men pulling ropes to keep a wagon hauling a crate filled with elk through heavy snow on its way to Billy Meadows. An unidentified man is walking beside the horse team pulling on the reins. The elk were part of a transplant program to bring a herd of elk from Yellowstone Park in Wyoming to the Wallowa Mountains in Oregon.
